Highly Skilled Migrant ProgrammeThe Highly Skilled Migrant Programme (HSMP) is the United Kingdom's current points based system for non-European Union highly skilled migrants who wish to come to the UK to live and work. A prior job offer and a work permit are not needed for employment. Introduced in 2002, HSMP has been a very popular immigration scheme. The Highly Skilled Migrant Programme (HSMP) is designed to allow highly skilled people to immigrate into the United Kingdom to look for work or self-employment opportunities.
HSMP Basic RequirementsFrom March of 2008, the HSMP is expected to be rolled into the UK's new points based system. The new system will have five tiers, with Tier 1 encompassing highly skilled migration. Some advantages that exist in the current HSMP scheme will be lost and it could become harder to qualify under the new Tier 1 rules. Some requirements, such as English language ability, could become more difficult to qualify for.

Under this scheme the applicant is not reliant on an employer to provide a job offer or required to apply for a work permit before they enter the UK. This makes the HSMP an attractive option for non-EEA nationals seeking to work in the UK and perhaps become a permanent resident. For those considering setting up a business there is no need to produce a detailed business plan showing the business will create two full time jobs for British settled persons, or show disposable funds of £200,000 to set up the business, as is required under some migration schemes.
